I have 2 good directories with good domain names, though they have low PR which is a big factor in directories, i guess what is the best way for someone to build PR for a directory, it seems as if they are penalised by google in rankings somehow.

I think one step is to submit to directory reviews and other directory website with high PR. If you can get your link on high PR websites, this will inturn raise your PR for your directory.

As much i can understand , the main factor for PR after Google Panda update is how much time a user spent on your site. So it would be a good option to add some good tools for SEO which is in demand so people will use those tool and can spend more time apart from submission.

You need to build links for the directories like other sites, but link exchange with other directories can help boast your directory page rank too.
