The solution to creating and implementing keywords is VERY important for a business or individual running a website. This has to be mindmapped at the start of ANY SEO process, as this will be the basis for people comming to your website.
Well First of all you will need to figure out which keyword you wish to target to get a better understanding of this you should see what keywords you have in mind relating to your website then check out what other websites are doing in relation to this.
Hypothetically say you wanted to target the keyword insurance. You would need to look at this situation by typing in insurance into google and seeing which sites come up first. Take a quick look at these sites then in google type in the following

With the sites domain name, you will be able to gather how many sites are linking back to that site giving it the first position in the search engines.
Knowing being a start up you could never get to that level without thousands of dollers worth of money to invest in SEO and advertising you would then get variations of that keyword.
You may choose to use "insurance online" or "insurance information free" different variations of that keyword which people would still be searching for.
Once you have your keywords you would need to optimise your website on those keywords. You could do this by writing articles and making links on the homepage inter-linking within your website.
The best trick repeat your targeted keywords as much as possible on your website then at the footer of your site create a sitemap linking to all the different areas of your website with words you have choose as your keywords.
